Mini Poll: My Neighbor Is Bad, Bad
Unless you live Castaway-style on an island with only a volleyball as a companion, you probably have neighbors. If you live in a two-family in Compton Heights or in a loft building on Locust your neighbor might be above or below you. If you live in Tower Grove or the Hill, your neighbor might be next door. But, measured horizontally or vertically, in feet or in blocks, neighbors can have profound effects on our quality of life, especially in the City.
Although having good, close neighbors is a great advantage of urban living, bad neighbors seem to get the most attention. St. Louis City government staffs a Citizens Service Bureau that between dispatching garbage trucks and street repair crews animates an army of inspectors and Neighborhood Stabilization Officers to enforce better behavior from those whose Wild Kingdom yards, Addams Family front porches, and Cujo-voiced pets disturb their neighbors' sensibilities and the City's ordinances.
